2009 GSTPFL Winter Rule Change Proposals

 

It takes 15 yes votes (60 percent of the league) to pass a rule change proposal.  Last winter all proposals failed due to less than 60 percent participation in the vote.  This time we are attempting to make it more convenient to vote.

 

Each league member will soon receive an email ballot with the following seven rule change proposals.

 

With one week before the voting deadline there is plenty of time for discussion and/or clarification of these proposals.  The authors are listed under each proposal.  Feel free to contact them if you have questions and publish your thoughts to the whole group.  In any case, PLEASE CAST YOUR VOTE.

 

Official 2009 GSTPFL Rule Change Ballot

 

YES  18-6      1. Draft Prop One                   

 

         The draft will consist of nine rounds.  All other roster spots will be filled from the Free Agent Pool.

YES 17-7      2. Draft Prop Two    

 

                         Return the draft to nine rounds without the final two internet rounds.

YES 15-9        3. ELIMINATE SKILL PLAYER LIMIT       

 

                         Because the Skill Player Limit has outlived its usefulness . . .

 

                         Because 24 GSTPFL teams can stock their 50 man rosters from a pool of 32 NFL teams with

                         even larger rosters . . .

 

                  Because, when the Skill Player Limit was adopted, the APBA game we played then made only the primary

                         NFL skill players available to us . . .

 

                         Because, in the Action PC game, linemen, linebackers, and defensive backs are more important than they      

                         used to be in the old APBA game we played when the Skill Player Limit was adopted. . .

 

                         Because from time to time GSTPFL teams need a fleet of QBs, RBs, WRs, PRs, or KRs to overcome 

                         durability issues that can severely deteriorate those teams' performance. . .

 

                   Because all 24 GSTPFL owners are intelligent enough to manager their rosters on their own without

                          big brother dictating what they need or can't acquire . . . 

 

                          IT IS TIME TO STRIKE THE SKILL PLAYER LIMIT FROM OUR RULES.

YES 16-8         4. INJURIES                

 

                          Upon request, an injured player may be elevated “durability 5” upon return to active status

    after being injured for the amount of games that he actually was out the preceding season.

NO 6-18           5. REQUESTED REALIGNMENT          

 

                        Each team may request to change divisions/conferences within 2 weeks after the Super Bowl is played. 

                         All teams requesting a change will get relocated in a blind draw.

NO 10-14         6. ROSTER EXPANSION                       

 

                Teams are allowed to retain 51 players. The cut down level will be increased to 42 players, as well,

                         so the length and number of rounds for the draft will not be affected by this change.

YES 17-7         7. Unused QBs ELIGIBLE FOR IR           

 

                         Any quarterback with fewer than 10 NFL pass attempts is eligible for injured reserve prior to the

                         GSTPFL season regardless of his durability rating.
